Role of Public-Private Partnerships in Accelerating Digital Transformation: A Qualitative Study

Abstract

This study aims to explore the role of Public-Private Partnerships (PPPs) in accelerating digital transformation, focusing on collaboration frameworks, digital infrastructure development, impacts on digital inclusion, and challenges in implementation. A qualitative research approach was employed, utilizing semi-structured interviews with 23 participants, including policymakers, private sector executives, and digital transformation experts. Participants were recruited online to ensure diverse geographical representation. Data were collected until theoretical saturation was achieved and analyzed using NVivo software, following thematic analysis to identify recurring patterns and core themes. The study identified four key themes: Collaboration Frameworks, Digital Infrastructure Development, Impacts on Digital Inclusion, and Challenges in Implementing PPPs. Collaboration frameworks emphasized policy alignment, stakeholder engagement, and conflict resolution as critical elements. Digital infrastructure development highlighted the importance of technology investment, network expansion, and data management. The role of PPPs in improving digital inclusion was underscored by efforts to bridge the urban-rural divide, promote digital literacy, and enhance access to digital services. However, challenges such as regulatory hurdles, funding constraints, and technological barriers were recurrently highlighted, emphasizing the complexities of executing PPPs effectively. PPPs serve as a critical mechanism for driving digital transformation, leveraging the strengths of public and private entities to address infrastructural, operational, and social challenges. By fostering collaboration, promoting innovation, and addressing digital inclusion, PPPs can facilitate the widespread adoption of digital technologies. However, overcoming challenges requires strategic planning, robust governance, and adaptive practices to ensure long-term success. These findings offer valuable insights for policymakers, practitioners, and researchers aiming to harness PPPs for societal benefit.
